General & Family Physician 's  Response
Hello,

Hormone changes during the menstrual cycle likely lead to breast swelling. More estrogen is made early in the cycle and it peaks just before mid-cycle (during ovulation time). This causes the breast ducts to grow in size which results in pain and swelling. Usually, it resolves on its own. Do warm compression to reduce tenderness.

Take care. Hope I have answered your question. Let me know if I can assist you further.

Regards,
