What Could Cause Itch In Pubic Area In A 3 Years Old Child?

My 3 year old girl has been getting red itchy spots on her pubic area that come and go. They look like mosquito bites and are only in her groin area? First one or two in her thighs, groin area... now she has a big rash on her buttocks, welts, mosquito bite-looking raised red patches. YYYY@YYYY
