What Could Cause Straight Line Rash On Elbow?

My wife has got a straight line rash, mark on both of her inner elbows. She was wearing a t shirt for the first time that touched her skin where the lines occur. She said she felt a little burning sensation when she first noticed it, she pu some antibacterial ointment on it. Any thoughts?
