What Could Irregular Bowels With Blood Suggest?

Hi, for quite some time now I have noticed a small amount of blood on the toilet paper after going the toilet. There seems to be no blood in the bowel or in my fecal matter, although i'm not too sure what I should be looking for. My bowel movements are not reqular. Blood varies in sizes but usually no bigger than a skin blemish. Why is this? Thanks.
