What Could It Be If Having Patches On Both Shins?

Hi i have some concerns about a rash that has formed on both of my shins from my ankle to my knee there is random patches that look just like hickys not painfull itchy or anything like that not sure what this is ive looked on multiple sites and have received no definite answer on what this may be please help me figure out a diagnosis i would go to the doctors but i have no insurance and dont wanna waist the money if its nothing to be concerned about

Pigmented purpuric dermatoses. It is a resistant and chronic disease of the skin associated with thyroid disease, obese patients, diabetics and patients with a history of prolonged standing and strenuous activity.
