IN the given situation, You seems to suffer from-
Varicose Veins in both legs.
Occurrence of
Parkinsons Disease, does not seem to contribute to Varicose Veins in legs.Its just independent entity detected along with varicose vein appearance in last 3 mths time.
USG with Colour Doppler Study and Consults with Vascular Surgeon would confirm its presence and assess its damage and risks in time to come and would plan further care in this regard.
The circles of purple veins on legs are from -Engorged veins due to incompetent vein valves at that level with regurge of veinous blood flow from deep to superficial veins, instead of normal venous flow from superficial to deep leg veins.Th

This occurs due damaged deep vein valves from thrombosed clots in deep veins , or could be from reverse veinous flow from damaged incompetent vein valves draining
