What Could Tear In Urethra With Difficult Urination Suggest?

Can you rupture a blood vessel in your penis by coughing? I was urinating when i coughed and felt some discomfort at/in the glans and saw bright red blood afterwards. It feels like a small tear is present in my urethra at the glans. I have since been able to urinate without any difficulty. No other symptoms seem to be present that are mentioned on the various other medical web sites.
