What Do I Have A Sensation Of Vein Bulging In My Heel?

Only in the morning, when I take each step my right heel feels like a vein is bulging or snapping over something inside. The appearance is two small white bulges about two centemeters apart vertically. It's not painful and only lasts about 10 minutes. What is this?

Clinically it seems to be cystic lesion involving subacutaneous tissue / synovial space in later case it appears and disappears momentarily.
