What Do Broad Based Central Disc Protrusion And Ligamentum Flavum Hypertrophy And Degenerative Spondylosis Suggest?
Previous neck fusion C-4-5, C5-6. C6-7 in 2013. Pain never resolve. MRI this week shows Broad based central disc protrusion and ligamentum flavum hypertrophy above the site of fusion at C3-4 with central canal and left greater than right foraminal narrowing related to left foraminal protrusion and facet arthritis.Degenerative spondylosis at the C3-4 as described above is new

As per the report it is clear that you are having multiple spine related problem including fusion of spine.
Most probably it is an age related change.
Consult an orthopaedician and get evaluated.
If symptoms are mild we can manage conservatively with analgesics and supportive measures.
In severe cases steroid injection or surgical correction might be required.
