What Do Bumps On The Base Of Penis Indicate?

I have in the past two weeks noticed four bumps appear on the very base of my penis. Two of them either side and at symmetrical locations. They are smaller than the cyst I also have at the top of the base and I m confused by how symmetrical they are and so I am unsure of what they could be.

Symmetrical skin lesions may indicate dermatitis. This is a local reaction or irritation and may respond well to keeping the skin moisturized and using local steroid cream.
On the other hand, it is important to have a check to make sure these are just a local reaction or more important infection is the case (such as sexually transmitted infection)
