General Surgeon 's  Response
Hi,

The cuts on penis foreskin indicate possible friction during withdrawal of the foreskin or erection condition with or without bacterial infection. There can be underlying partial phimosis as well which can lead to certain issue.

Primary guidelines:
- Keep the part clean with antiseptic liquid
- Apply neosporin or polymycin cream 3 times a day
- Avoid erection or intercourse if active
- Drink plenty of liquids to prevent urinary tract infection
- Consult your doc for evaluation of phimosis (partial or complete) and further course of action

Hope I have answered your query. Let me know if I can assist you further.

Regards,
Dr. Bhagyesh V. Patel, General Surgeon
