What Do Itchy Rashes On The Face, Neck And Arms Indicate?

I have a hot itchy rash on my face, neck and both arms. It is painful and I have been to ER about it already where I was given antibiotics and allergy pills. Have been through alot of stress lately, my eyes have been swollen shut in the last 2 weeks when I wake up. I wonder if I need to go back to ER

Apply calamine lotion on face, affected part. Take proper sleep, drink water.
