What Do Itchy Red Bumps On The Arms Indicate?

For the past week or two there have suddenly appeared tiny red bumps, just one or two at a time. They itch and I applied hydrocortisone cream and they go away in a couple of days. At first I thought we had bed bugs because I woke up with them on my legs, but I have not seen any signs of them in my bed and my husband has no been bitten. We do not have pets so I doubt if they are flee bites, or could they? One day I was sitting at my office and my arm began to itch so I pulled up my sleeve, and saw one of these bites or whatever. Could it be hives? I had hives when I was a teen but they looked different. What could be coursing this?

Some advices that I can give to you are:
-Take oral antihistamines daily
-Take prescribed corticosteroids from your doctor
-Use calmine lotion for local relief
