What Do Itchy Small Black Spots The Skin Indicate?

76 year old woman has very small black seed like spots coming out of her skin, They itch, if she puts golden salve on them then gauze lets it get sticky then pulls the gauze off the seeds come out of the skin and the itching goes away, leaving a small hole in the skin, pin point size. They started on her back, then down her legs now on her feet but show up anywhere. Is this an external parasite, internal parasite or something else?
