Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

These sensations that you have in your chest seem like paresthesias. This is commonly a sign of a nerve problem.
This may be related to the chest wall or affected deeper organs within the chest cavity.
However it's important for you to know that these sensations, especially when it comes to the chest, must be differentiated from pain.

You should not ignore this chest sensation and investigate as soon as possible, starting with a cardiologist consult because there are some heart conditions that don't start with a typical chest pain but with sensations like tingling.
In my opinion after excluding a cardiac problem you can then consult a neurologist to examine for a pinched thoracic nerve from a herniated disc.

Hope I have answered your query.
