What Do Rashes All Around The Neck Indicate?

I have a bad rash all around my neck area. It is very itchy, bumpy like blisters but not blisters. This happened once before a couple weeks back but not nearly as bad. Due to that fact I don t believe it s shingles as there are no blisters. I have been putting Neosporin on it but so far it hasn t helped at all. I do not know of any allergies that I have either. I am a type 2 diabetic, but not sure that plays any role in this either.

Your symptoms seems to be related to atopic dermatitis.
Some advices that I can give to you are:
-Wear cotton clothing
-Apply a thin coat of aloe gel
-Wash your clothing, bedding and towels in unscented detergent that is formulated for sensitive skin.
-Make a paste of vitamin C and water to help soothe itching skin
-Take a cool bath
