I have been experiencing red bumps that appear behind my ears and along the hairline earound my neck. They are painful and never really develop into a pimple. They get inflamed if messed with and last a long time. What are they and what are they caused from?

As per your complain bumps behind the ear along the hairline seems to be hair follicle infection leading to Scalp Folliculitis.. It is infection in the hair follicle and due to inflammation caused secondary to infection there is pain..
I would suggest you to consult a Trichologist and get evaluated and he can advise you to take a long term course of antibiotics like Tetracycline.. Topical application of mild steroid solution can help.. You can also be advised to apply topical solutions of antibiotic lotion.. Oral intake of retinoids like Isotretinoin can also be advised..
Maintaining a good scalp hygiene and preventing accumulation of moisture in hairs can help in faster resolution..
