What Do Red Bumps On Body Indicate?

my boyfriend started red bumps on his body that looked like bed bug bites, its been 2months and since then it has not gotten any better, he got rid of his matress but the red bumps continue to get much worse, i have asked if he has had another and of course his answered was No, so why arent this red bumps not going away his has them starting from his neck down to his legs
