What Do Small Lumps On The Neck Indicate?

I have a few small (smaller than a pea) lumps at the front of my neck just above my voice box. They are situatied on my tendons and at the moment I have 4 which are adjacent to each other. I also have another bigger size lump slightly further down which is soft to touch - almost like a cyst. What could this be?

Differential diagnosis includes multiple sebaceous cyst, lymph nodes, nodules of thyroid glands palpable superficially, and others.

Requires thorough clinical examination, ultrasound of the neck with Doppler, and FNAC/biopsy of the lesion for histological diagnosis.
