What Do White Bumps On The Vagina Indicate?

I’ve never been sexually active, so this could never be an std. I’m assuming my problem is fordyce spots, but I’m not sure, because I also have white bumps covering my entire clitoral hood, and they form what I’ve reasearched they don’t usually occur there. they don’t cause any discomfort, they are just a heinous sight. Help?
