What Does A Wart On The Penis Indicate?

I have had a growth at the base of my penis since I was 18. It was the size of a pimple then over the last 13 years has grown to look like a wart. The doctor I m seeing now saw it about 9 years ago as well and said it was a skin tag, now he thinks its a wart. I have a procedure tomorrow to either have it cut off or biopisied, I m not sure. I m nervous as can be and don t know what to expect. If its HPV or not, regardless I don t feel comfortable cutting down there. I trust this doctor and all but still... Can you give me any advice or info on what to expect?
