What Does An Itchy Rash On The Buttocks Indicate?

I have this dark color to my skin on my right buttocks, kind of a 6 - 7 inch in diameter. surrounding the dark the skin is raised and flakey. It iches and when i scratch it the raised peels and bleeds. so it might be scabbing, but it does itch. I also have scab like small patches for my scalp. they are very small. I pull them off and they keep coming back.
