What Does An Itchy Red Rash On The Arms And Knees Indicate?

A few days ago I have started to get a small red and dry rash that is itchy on my right arm, right ankle and back of the knees. I think it could be eczema because my sister has it and they look the same. now my testicl sake is red raw and the skin is coming off in small dry patches. I just want to ask if it could be eczema or just a dehydration thing or malnutrition

As per my clinical experience, the rashes at different body sites indicate
contact dermatitis as there is history of eczema to the sister.

For your information, it has nothing to do with dehydration, yes malnutrition does play some role in certain clinical manifestations of skin issues.
