What Does An Itchy Red Spot On The Palm Indicate?

I have a small spot on the palm of my hand that is red, has a burning and itching sensation, and has several small white spots just under the skin. My doctor gave me a topical steroid which cleared it, but it came back 2 days after stopping the cream.

-Take Calamine lotion for local relief
