What Does Cerebral Volume Loss , Chronic Micro Vascular Changes In MRI Indicate?

My mother, age 71, has been showing significant memory and cognitive functioning decline in the last 1.5 years. Her recent repeat MRI of the brain (last one was 9/2009) showed cerebral volume loss and chronic micro vascular changes ....is this consistent with age related decline or possibly something more serious?

its common to have cerebral loss and microvascular changes on a person who is 71 years old . but depends on how much loss.
should be specified in the MRI report by the radiologist who read the image
