What Does Cut Off Index Suggest?

Hi doctors, please help me understand the COI (cut-off-index) means. Is it indicator of number of cells infected, can the value indicate progression of the virus. For example, if one patient has COI by ECl method 5-6000 and other patient has 15000 or 200000, what would this tell to you. Thanks!
