Recently my neck has started to make a popping sound when I turn my head a certain way. It is painful when it does this and sometimes I cant turn it when it pops. I have had 2 surgeries on my left shoulder to repair my rotator cuff. Can this have something to do with it?

I have reviewed your query and here is my advice.
No it is not related to rotator cuff surgeries. It is typical presentation of cervical strain. I will suggest cervical spine X-ray AP and lateral view. You need analgesic AA Aceclofenac two times and muscle relaxant as Thiocolchicoside PR Tizanidine two times. Maintain proper posture of neck while sitting and reading. Concern physiotherapist for cervical strain exercises.
