What Does Swelling On The Left Foot Indicate?

I toes and front half of the left foot is very swollen. My doctor said it is not gout. I do have Plantar Fasciitis. This has been going on since July. The swelling will go away for a week and came back for 10 days and just kept this cycle. I was taking Novasc for high blood pressure which could cause the foot swelling as side effect and I changed the medication 10 days ago to Metoprolol. But the cycle seems to continue
