What Does The Following Tomography Report Suggest?

I had a computed tomographic
Without contrast at ER. After problems of high air plane travel long distance.
Results background changes of chronic microvascular ischemic disease,
Definite infarction or evidence of
Obstructive hydrocephalus is demonstrated .Basal cisterns are patent. Paranasal sinuses & mastoid
Air cells clear & calvarium intact.
