I have read through observations made during your ultrasound examination. If as per your last period dates, your pregnancy is 28 weeks and ultrasound shows 30 weeks 3 days there it is acceptable. At 28 to 30 weeks there can be a difference of 15 days in the age of pregnancy and this is acceptable. The baby is normal going by the information mentioned by you. However the baby heart rate and weight are also to be seen to comment about baby growth. There are also other parameters like amniotic fluids and placenta appearance which need to be known. If your report says the heart, placenta, amniotic fluids and other general observations are within normal limits then your baby is normal.
