I think you should meet a
neurologist as soon as possible. To me what seems a possibility is that his blood pressure has possibly shot up all of a sudden. Therefore there might be rupture of vessels, a condition quite common in diabetics in view of possible vasculopathies.
There is a possibility that his blood pressure has shot up. The increased pressure caused rupture of the nose vessels causing the nasal bleed.
Similarly a vessel may have gone wrong in the brain and caused the cross eyed feature.
Get his blood pressure checked as soon as possible.
Do remember, this is only one of the many possibilities. I am mentioning only this cause this needs the most quick treatment.
