if it is scaly or itch, then it may be eczema . it may also be a fungal or bacterial or viral infection.it may b allergic one also.if it is itchy and scaly then you can use antihistaminics like cpm or cetrizine.for dryness u can use a moisturizing lotion.contact a dermatologist near by and get examined and take medication according to his advice.
