What Is The Cause And Treatment For Anovulatory Bleeding In A Child?

My 12 year old daughter has anovulatory bleeding is this normal in a young child? She has been placed on birth control pills and estral the bleeding has been on going for over a month now. Her doctor now wants to put in a IUD not sure if this is the right thing
