What Is The Flaky Substance That Come Out While Scratching Hands?

My mother has parkinson's disease. She is constantly scratching her hands and arms which produces a while flaky substance. Is this rash associated with Parkinson's Disease? I have tried benadryl, aveeno, etc. without results. What do you suggest for this "itching and red rash"?
