What Is The Itchy Red Blister Looking Marks?

My 8yr old daughter got drug down the sidewalk a few months back by our very large puppy. She has a mild scar on her elbow that has recently developed itchy red blister looking marks around the outer edge. What could this possibly be and should I take her to our Dr. for treatment?
