What Is The Life Expectancy In A Person Having Low Working Condition Of Heart?

Sorry this is very vague. My MIL is currently in hospital. She's 58. She went in with a minor strike but further testing has shown that her heart is functioning at 23%.
I have 3 small children (11 months, 2 yrs & 3yrs). I called the hospital today to see if it was ok for them to come and visit their grandma. The front desk nurse just adviced with the kids being so small not to bring them.
I guess my question is...having 23% function, can you still live? Should I be taking my kids to the hospital so they can say good bye?
