What Is The Recurrent Itching Around The Vagina?

My vagina gets really itchy around the outside. When I scratch it, it feels great, then starts to burn and sting. It also bleeds a little and I put cream on but that does not stop the itching. I have no STD's as I've been tested and this has been going on for months.
