What Is The Skin Tag Inside Urethra Around The Top Of Penis?

Sometimes i feel like i'm urinating (male) 16 years old, it turns out there is some sort of excess skin folding out of my penis. It comes out randomly, usually before erections. It is near the top of my penis hole, and a bit inside the urethra, it has a weird feeling when i touch it. no burning pain just like im forcing something back into my urethra.

Hi. This is a bit rare thing to have. The skin or mucosa (inside covering ) gets de-squamated , that is replaced by a new year lifelong. Sometimes this is the extra skin remains attached and does not fall away. Please show this to a General Surgeon or Urologist in your area to confirm what it is and get a proper treatment if need be .
