What Is The Treatment For Rash On Cheeks?

Started my 13 month old on whole milk right after he turned one. Since then, he keeps getting a rash on his cheeks, chin and nose. He didn't have any problems until he was introduced to whole milk, and he's currently drinking 2 - 3 bottles of it a day. What should I do?
