What Is The Treatment For Swollen Tender Pubic Area?

My 12 year old son seems to be starting puberty (some pubic hair developing) but he also has some swollen tenderness in the area above his pubic bone (to the left and right, where his lymph nodes are) and also a small pink patch of skin on his scrotum (looks like a mosquito bite). Wondered if this is cause to take him to see his Dr. or maybe just typical puberty signs.
