What Protocol Is Followed Before A Shoulder Impingement?

For shoulder impingement, is it normal protocol to first try a cortisone shot before surgery? When I stand and raise my arm out to the side I can feel pain in the shoulder. Had the same problem with my other shoulder about a year ago, but that pain has gone away. The shoulder with the same problem has been like this for 9 months now.

cortisone is for symptomatic relief and subsides inflammation in the area. Depending on amount of impingement and restriction in motion, surgeon has to weigh the amount of movement he can restore before deciding on any surgery
