When Seen At Her 12 Month Check We Talked To

When seen at her 12 month check we talked to dr about baby girl holding in poop and not wanting to go. He said he could feel it in her abdominal area. Told us to give her liquid sapository every other day and hopefull train her to poop again on her own. She is now 15 months old and still rarely poops in her own. We will give a sapository and she will curl up and cry until her business is done. The stools will be offer very hard or the front section will be hard and the rest not as much. Today she screamed for 29 minutes and blood was again visible in the diaper. Doesn't this seem a bit extreme? What do I do?
