White Bump On The Underside And Base Of Shaft Of Penis, Not Sexually Active. What Is This ?

Hi I am a 16 year old male and am not sexually active. I have a white bump on the underside and at the base of the shaft of my penis. I have small bumps going up and down my shaft on the underside and I know that is normal, but there is one singular one that is much larger. What is this and is this harmful? Also on my scrotum I have 3 red bumps and I though they were inflamed hair follicles (I shave) but they have been there for several weeks and they bleed if I pop them. What is the white bump and was I right about the red bumps and why won't they go away?

Hi,
It seems that you might be having ingrowing hair follicle infection giving rise to multiple bumps on the part.
Apply some antibiotic cream locally.
If require go for one course of antibiotic after consulting your doctor.
Keep local part clean, healthy and well shaved.
Ok and take care.
