my grandfather has white substance above the sclera of his both eye and it slowly progresses towards the cornea is it really cataract or not? what do i need to do? help!

A progressive white spot on sclera is likely to be pterygium.this in due course of time covers the pupil and reduces the vision.This is the reason it has to be removed surgically much before that.The surgery of choice is excision with conjunctival grafting otherwise chances of recurrence are very high

With the history you furnished and without having scope to examine him , I feel this could be a pterygium( a growth from the conjunctiva which proceeds to cornea and covers the pupil eventually),a penguencula (fat deposits) or foreign body , scleritis,etc the eyes have to be examined to come to the final diagnosis and then treated.
