Whom Should I Visit For Painful Leg?

I have pain in my right leg that is most severe when I first get out of bed. The pain started about a month ago and has become progressively worst. My Doctor says it is Neuropathy, but I think it is more of an Arterial problem. Who do I need to be referred to for a proper diagnosis?
