Why Do I Have Small Circular Bumps On My Body?

I had small circular bumps that started on my arms its like goosebumps but in a circular way. For some time it becomes dry, white and itchy. It becomes dry red overtime. Its bot contagious but it scattered all the way ti my legs and thighs and some on my back. What is this?
