Why Having Painless Bumps Around Tattoo Filled With Blood?

I got a tattoo in August and it now has painless bumps around it that when I squeezed them blood came out slightly but its like the blood is trapped under a piece of skin and it feels rubbery almost I can't tell if it's discolored because it's on my black tattoo

The symptoms as mentioned in your post can be attributed to:
1. Localized abscess formation.
2. Lymph node infection/ inflammation
3. Folliculitis

Management involves:
1. A course of antibiotics to eradicate the causative organism.
2. Incision & drainage in case of an abscess
3. Analgesic- anti inflammatory preparations

So, kindly consult your General Physician & get it examined.
