Why Is It Still Red Where The Cortisone Shots Were Given?

I received 3 cortisone shots over the summer in my foot for heal spurs. It is still red in the area where the shot was given. My doctor said that its from the freezing and told me to use cortaid or something comparable. I am and it is not going away. What can I do? YYYY@YYYY
