I am a 13 year old and have a 3 1/2 in penis and still cant jizz. Why is that?

Welcome to Healthcare Magic Forum.

This is perfectly normal. I believe you are too young to ejaculate. You sexual organs wouldn't have fully developed yet. You can wait till the age of 17 years. Even after that if you have problems in ejaculations then you may have to consult a doctor. Until then you need worry about it.
