Why The Rashes Is Not Getting Cured?

My son came home a few months ago from a school Ag trip. They all wore boots the whole time. When he got home he and 2 others had rashes above their ankles that will not go away. It looks burned and itches. He has been on 2 steroids and 2 creams. It will not go away
